Why a seller cares
The report is the document the buyer's repair request comes from, and in many states you are not entitled to see it unless the buyer shares it. What you do see is the request, which is the report filtered through what the buyer cares about.

A simple example
A 48-page report with 31 items. The buyer's request lists four: the furnace, a roof repair, a GFCI outlet, and a $500 credit for the deck.
